Changes for Ukrainian citizens in obtaining a residence card

Effective July 1, 2024, significant changes to the legislation regarding Ukrainian citizens will take effect in Poland. President Andrzej Duda signed the amendments, which include over a dozen measures aimed at improving living conditions for foreigners. The main changes include:

– The ability to apply for a Stay Card for family members with UKR status for the purposes of reunification.
– The extension of the legal stay period until September 30, 2025, enabling Ukrainian citizens to continue to receive medical services and family and social benefits.
– Childcare benefits for Ukrainian citizens, as well as participation in the “Good Start” program, provided that they are studying at Polish educational institutions.
– A maximum period of 36 months has been set for free Polish language classes.

 

    • To obtain a PESEL number, a Ukrainian citizen must present a valid travel document, and an application for PESEL with the status UKR must be submitted immediately upon arrival in Poland.

 

    • As of July 31, 2024, funding for support for Polish citizens who take in Ukrainian refugees in difficult conditions will only be possible based on a contract with local authorities.

 

    • The compensation for the cost of accomodation and food for refugees provided by private landlords will be terminated from July 1. Specific grounds are introduced for revocation of temporary residence permits for citizens of Ukraine.

    • Sales contract

    • Documents
      After signing the sales contract, receive payment for the car and hand over all documents related to the car to the buyer.

 

    • Vehicle sales notification
      The car seller is required to notify about the sale of the car within 30 days. Have the sales contract, passport/ID card and car registration certificate with you.

      The car seller is obliged to inform their insurance company within 14 days of selling the car to OS. But don’t forget about the tax.
      Every car seller within six months of purchase must pay tax. In 2023, the tax on car sales is 12% of the car’s value if you earn less than 120,000 zlotys per year or 32% of the car’s value if you earn more than 120,000 zlotys per year.

 

Decision according to the household card

A decision on a residence permit (from Polish, decyzja) is a ruling made by a Voivode in response to a foreigner’s request for a residence permit. The decision can be positive or negative and is provided for any type of card.

Changes for citizens of Belarus in obtaining a residence card

From 09.07, a Simplified procedure for applying for a residence card for Belarusian citizens has come into effect.

Belarusian citizens can apply for “groundless” residence cards if you are on the territory of Poland on the basis of a national visa with the marking “D21” for issuance for humanitarian reasons.

New benefits:

  • The card is valid for 3 years;
  • Exemption from the stamp duty;
  • You don’t need to pay for the plastic;

For those who have already received the card:

  • Exemption from work permits;
  • Starting from January 1, 2023, there is a possibility to obtain a Polish travel document. (Upon completion of the visa, it is automatically extended due to the epidemic situation, which is still relevant)
