What is MOS?
MOS stands for Moduł Obsługi Spraw. It is the Office for Foreigners portal for submitting covered residence applications electronically.
The electronic route for temporary residence, permanent residence and EU long-term resident permits began on 27 April 2026. Using MOS is free. Official charges remain separate, and paid help is optional.
Draft guidance checked on 12 October 2026. Your route and documents depend on your case.
Who must use the portal?
New applications for the three permit types above normally go through MOS. Check the exact category before choosing a form. CUKR applications also use MOS, but have separate eligibility and procedural rules.
- Temporary residence, including covered work, study and family routes
- Permanent residence
- EU long-term resident permits
This guide describes the general residence route. CUKR applicants should follow the separate official CUKR instructions.
Which applications still use paper?
The official guidance lists specific temporary-residence exceptions. These remain on paper under the existing procedure.
- Work under an intra-corporate transfer
- Long-term mobility of managers, specialists or trainees under an intra-corporate transfer
- Family reunification where the person whose application is being made is outside Poland
- The listed routes for family members of Polish, EU or qualifying UK citizens, where the applicant is outside Poland
- The listed family-life routes with Polish, EU or qualifying UK citizens, where the applicant is outside Poland
Applications received before the new portal opened continue under their existing procedure. Do not withdraw and reapply solely because MOS is now available.
Before you start
Read the official page for your permit type. Check whether you can use that route in your circumstances and which voivodeship office should receive the application.
- Access to login.gov.pl and a supported electronic signature
- An email address you can access
- Your valid travel document and clear copies of every page
- A current digital photograph that meets the official requirements
- The information needed for the form, including your residence history
- The relevant payment confirmations and case documents
- The correct email address for an employer, education institution, internship organiser or volunteer organiser, where a signed attachment is required
Prepare early. A required attachment may depend on another organisation completing and signing its part.
Create your account
Open the official portal
Start at mos.cudzoziemcy.gov.pl. Read the portal information and terms.
Identify yourself
Select Zaloguj and follow the redirect to login.gov.pl. Complete the identity check yourself.
Register and activate
Complete the account registration form. Follow the activation link sent to your email address.
Sign in again
Use your own account through login.gov.pl. Accounts from the old MOS portal were not transferred.
Keep passwords and login codes private. A representative can help while you complete the form, but cannot use your account or submit from their own account for you. Parents and other authorised guardians have separate account arrangements for the person they represent.
Complete the right application
Choose the permit
Select the form that matches the purpose and type of residence you are applying for.
Enter your information
Complete the form in Polish. Check names and other personal details against your travel document.
Add the documents
Upload the required photo, every page of your travel document and the relevant payment confirmations. Follow the checklist for your route.
Arrange the other signature
Where required, provide the organisation’s email address so it receives the attachment link. Wait for it to complete and electronically sign its part.
Review the draft
Check the form, attachments and addresses before signing. A saved draft is not a submitted application.
Who signs, and how?
The adult applicant normally signs their own application through login.gov.pl using a signature linked to Profil Zaufany or a qualified electronic signature. The official MOS guidance also allows a personal signature for a Polish citizen submitting for a child or a person who is fully incapacitated. Check the rules for the person making the application.
Where an employer or another organisation must sign an attachment, a scan of a handwritten signature does not replace that electronic signature. A representative cannot replace the applicant’s required signature.
Send it and keep the receipt
After checking and signing, send the application through MOS. Download and save the Urzędowe Poświadczenie Odbioru, or UPO, with the application copy.
The UPO confirms technical receipt. It is not a permit decision or confirmation that all substantive conditions are met. A printed draft, ordinary email or separate electronic-delivery message does not replace MOS submission for a covered application.
What happens after submission?
The office checks the application. Once it has verified and approved the application, a submission certificate can become available in MOS. This replaces the earlier passport stamp.
For the standard residence procedure, the voivode calls you to attend in person for fingerprints, a signature specimen and the original passport. You may also be asked for further documents. Follow the office’s instructions.
The decision is sent to the address for delivery given for your case. MOS is not currently a complete correspondence or case-tracking service.
The submission certificate alone does not authorise Schengen travel or re-entry to Poland. Check your travel documents and entry rights separately.
Changes, correspondence and appeals
You cannot edit an application that has already been sent. If your employer, employment conditions, purpose of stay or correspondence address changes, inform the voivode outside MOS using paper correspondence or the office’s electronic-delivery address.
Appeals are also submitted outside MOS. Read the instructions in the decision and check the applicable route. Applications for a new physical residence card remain on paper.
Common mistakes to avoid
- Using instructions for the old portal or choosing the wrong permit
- Starting too late to obtain documents or another organisation’s signature
- Entering personal details that do not match the travel document
- Uploading only the passport’s identity page
- Assuming a saved draft or attachment notification means the application has been sent
- Replacing a required electronic signature with a scanned handwritten signature
- Treating the receipt as proof of eligibility, work rights or travel rights
- Waiting for office letters or a biometric appointment inside MOS
If a technical problem prevents submission, check the Office for Foreigners notices and contact the official technical support address, si@udsc.gov.pl. An outage has specific rules; check the current notice rather than assuming your draft protects your position.
Help with preparation
Easy Visa can discuss your route and help with document preparation. You keep control of your own account and complete the required login and signature steps.
Bring your documents and questions to a consultation in Wrocław, Warszawa or online. Do not share login credentials.
